Virtual mailbox for RVers and full-time travelers: what South Dakota, Texas and Florida actually accept

If you live in an RV or travel full time, you still need a state that counts as home for your driver license, vehicle registration and vote. South Dakota, Texas and Florida are the states full-timers ask about most, and each has written rules about mail addresses. The short version: South Dakota has a formal path for full-time travelers that uses a mail forwarding address, but its own form says the service must not be "a virtual only mail service". Texas and Florida want documents showing a residential address in the state. Everything below is quoted from the state's own page, form or statute, read on October 27, 2026.

South Dakota driver license for full-time travelers

South Dakota's Department of Public Safety (DPS) has a written exception for people with no fixed address. In its words, the Residency Affidavit is "your request for an exception of the proof of residency requirement for a Driver License and or Identification card." [Residency Affidavit] To use it you bring:

By signing, you state four things: that you are a South Dakota resident who lives "in a RV/camper/hotel, or I travel full time for work"; that South Dakota is your state of residence and you will return after being absent; that you do not "stay, live in, or maintain a residence in any another state"; and that "My personal mailbox service (PMB) is a mail forwarding service, and not a virtual only mail service." The form is signed under penalty of perjury, which it describes as "2 years imprisonment and $4000 fine". [affidavit]

What "not a virtual only mail service" means for you. DPS doesn't define the phrase on the affidavit or the renewal page. It also says, separately, "Virtual addresses or virtual postal addresses will not be accepted." [SD DPS] The safe reading is that the mailbox should physically receive and forward your mail, not just scan it, and that the receipt you show should come from that service. If you're choosing a provider for this, ask DPS (the renewal page lists (605) 773-6883 and [email protected]) before you pay. [SD DPS]

Two side effects the form spells out. "South Dakota Driver Licensing records are used as a supplemental list for jury duty selection," so getting the license means you can be called for jury duty in South Dakota. [affidavit] And on renewal, a full-time traveler "can renew your license/ID card online or by mail once every 10 years. Otherwise, you must visit a South Dakota driver exam station to renew in person," bringing a new affidavit, a new one-night receipt and a PMB document each time. [SD DPS]

South Dakota voting: the 2026 change

Voting is a separate rule from the driver license. The Secretary of State's registration page says: "If you apply to register as a South Dakota voter using the address of a commercial mail receiving agency, mail forwarding service, or other post office box as your residence address without providing a description of the location of your habitation in the relevant field, you will be registered as a federal voter." [SD Secretary of State]

The definition of a resident it points to now reads: "an individual who maintains an actual fixed permanent dwelling, establishment, or any other abode where the individual lives and usually sleeps, for at least thirty consecutive days." A resident stays a resident while away "if the individual intends to return to this state after a period of absence." The statute's history lists 2025 session laws, the last one effective January 1, 2026. [SDCL 12-1-4]

The same page also notes a separate new law, SB 175, effective March 26, 2026: a new voter who doesn't provide documentary proof of citizenship when registering "must be registered as a federal-only voter." [SD Secretary of State] We don't interpret what these rules mean for any one person's ballot; if voting in state and local elections matters to you, contact your county auditor before you register.

Texas driver license

Texas law says DPS "may not issue a driver's license or a personal identification certificate to a person who has not established a domicile in this state" (Transportation Code 521.1426, which DPS cites as its authority). [Tex. Transp. Code 521.1426] [Texas DPS] The DPS rule, 37 Texas Administrative Code 15.49, sets out how:

Unlike South Dakota, the Texas rule we read has no separate path written for full-time travelers. Statements that arrive at a mailbox under your own name (not re-labeled by a forwarder) are what the list describes, but whether DPS accepts a particular address is its call.

Florida driver license

For a standard (Class E) license or ID, the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) says: "Customers must submit two different documents with their Florida residential address," and "We will no longer accept out-of-state or U.S. territory addresses for applicants obtaining a Florida Class E license or identification card." Most of the listed documents must be dated within the last 60 days. [FLHSMV]

If you have no documents in your own name, "the person they reside with" can complete a Certification of Address, and that person must appear in person or sign in front of a notary. [FLHSMV] [Form HSMV 71120]

Florida's Declaration of Domicile is a sworn statement filed with the county clerk saying you "reside in and maintain a place of abode in that county." [Fla. Stat. 222.17] On the license page, FLHSMV lists it as an alternative proof only for commercial (CLP/CDL) applicants, together with one other address document. [FLHSMV]

Finding a mailbox address in these states

Which of the providers we track have an address in a given state changes often, so check the provider's own location list. On the day we checked, Anytime Mailbox listed 5 South Dakota locations, 290 in Texas and 235 in Florida. [SD] [TX] [FL] Its South Dakota "starting from" prices were set per location:

Anytime Mailbox South Dakota locations, as listed Oct 27, 2026
LocationStarting price shown
Belle Fourche$9.99/month
Sioux Falls (Louise Ave)$6.99/month
Sioux Falls (South Main Ave)$72.00/year
Spearfish$39.99/month
Yankton$11.99/month

Starting prices are the lowest plan the location shows; each Anytime Mailbox location is run by a local operator that sets its own plan and per-action fees. [Anytime Mailbox] We haven't verified whether any particular location's service meets South Dakota's "mail forwarding service" wording. Ask the location and DPS.

For a full-timer, forwarding is usually the biggest cost, because the point is getting physical mail (cards, plates, ballots, checks) sent to wherever you are. Enter your expected forwarding volume in the cost calculator, or compare fee schedules on the comparison page. If checks are part of your mail, see our check deposit fee comparison.

Domicile affects taxes, insurance, jury duty and voting, and each agency decides its own cases.
